Rates in Durban metro

I am the new bursar at Umhlanga College and we have been billed rates for the first time for the month of January.

I was wondering if other schools in the Durban metro area have now also been billed for rates this month and, if so, how this has been calculated, as it would be interesting to see if all schools are being treated the same.
